Tough calls: December 2, 2024

  1. End of the last quarter, Black team is throwing the ball in from the baseline. Black 10 tries to throw-in the ball but do it for a very long time and referees call five seconds violation.


FIBA OBRI 17.3.1. The player taking the throw-in shall not:

  - Take more than 5 seconds to release the ball.

An infraction of Art. 17.3 is a violation


FIBA OBRI 17.4. Penalty

The ball is awarded to the opponents for a throw-in from the place of the original throw- in.


Outcome: correct decision from the referees. Black 10 didn’t release the ball in 5 seconds. Throw-in violation and the ball awarded to the opponents.




  1. Blue 4 gets a pass under the basket and starts an act of shooting. Defender White 21 catches the shooter’s hand above the elbow and holds it, not allowing Blue 4 to make a shot. Referees call White 21 personal act of shooting foul.


FIBA OBRI 15.1.2. The act of shooting on a shot:

  • Begins when the player starts, in the judgement of a referee, to move the ball upwards towards the opponents’ basket.

  • Ends when the ball has left the player’s hand(s), or if an entirely new act of shooting is made and, in case of an airborne shooter, both feet have returned to the floor.


FIBA OBRI 37.1.1. An unsportsmanlike foul is a player contact which, in the judgement of a referee is:

 - Contact with an opponent and not legitimately attempting to directly play the ball

within the spirit and intent of the rules.

 Penalty

37.2.1  An unsportsmanlike foul shall be charged on the offender.

  1.  Free throw(s) shall be awarded to the player who was fouled, followed by:

A throw-in from the throw-in line in the team’s frontcourt. The number of free throws shall be awarded as follows:

  • If the foul is committed on a player in the act of shooting and the goal is not made, 2 or 3 free throws.



Outcome: incorrect decision from the referees. White 21 didn’t legitimately attempt to play the ball within the spirit and intent of the rules. Referees should have upgraded the personal act of shooting foul to the unsportsmanlike foul.




  1. Blue 0 makes a shot while Defender White 1 steps under the shooter. Ball goes into the basket. Referees call act of shooting foul by White 1, count basket and award one additional free throw shot for Blue 0.


FIBA OBRI 15.1.2. The act of shooting on a shot:

  • Begins when the player starts, in the judgement of a referee, to move the ball upwards towards the opponents’ basket.

  • Ends when the ball has left the player’s hand(s), or if an entirely new act of shooting is made and, in case of an airborne shooter, both feet have returned to the floor.


FIBA OBRI 34.2.2. If the foul is committed on a player in the act of shooting, that player shall be awarded a number of free throws as follows:

  • If the shot released from the 3-point field goal area is successful, 1 free throw.


Outcome: correct decision from the referees. White 1 was stepping under Blue 0, before he landed with both feet on the floor, which classifies as act of shooting landing personal foul.




  1. White 25 makes a shot while Defender Black 24 makes a contact with shooter’s hand but after allows to make a shot from the middle of the court. Referees call act of shooting foul by Black 24 and award 3 free throw shots for White 25.


FIBA OBRI 15.1.2. The act of shooting on a shot:

  • Begins when the player starts, in the judgement of a referee, to move the ball upwards towards the opponents’ basket.

  • Ends when the ball has left the player’s hand(s), or if an entirely new act of shooting is made and, in case of an airborne shooter, both feet have returned to the floor.


FIBA OBRI 33.11. Illegal use of the hand(s) or extended arm(s) occurs when the defensive player is in a guarding position and his hand(s) or arm(s) is placed upon and remains in contact with an opponent with or without the ball, to impede his progress.


FIBA OBRI 34.1.1. A personal foul is a player’s illegal contact with an opponent


FIBA OBRI 34.2.2. If the foul is committed on a player in the act of shooting, that player shall be awarded a number of free throws as follows:

  • If the shot released from the 3-point field goal area is unsuccessful, 3 free throws.


Outcome: correct decision from the referees. Black 24 made an illegal contact with shooter’s hand during the last second of the quarter. Foul happened before the game clock expired. Referees awarded three free throw shots for White 25 with 0.2sec. left until the end of the quarter.




  1. White 11 receives a pass from White 3 and makes a shot. At the same time shot clock signal sounds. Referees call shot clock violation and cancel the basket.


FIBA OBRI 15.1.2. The act of shooting on a shot:

  • Begins when the player starts, in the judgement of a referee, to move the ball upwards towards the opponents’ basket.

  • Ends when the ball has left the player’s hand(s), or if an entirely new act of shooting is made and, in case of an airborne shooter, both feet have returned to the floor.


FIBA OBRI 29.1.1. Whenever:

  • A player gains control of a live ball on the playing court, On a throw-in, the ball touches or is legally touched by any player on the playing court and the team of that player taking the throw-in remains in control of the ball, that team must attempt a shot for a field goal within 24 seconds.

To constitute a shot for a field goal within 24 seconds:

  • The ball must leave the player's hand(s) before the shot clock signal sounds.


Outcome: correct decision from the referees. The ball was in White 11 hands, when a shot clock signal sounded. The shot was successful, however was released after the shot clock violation. Basket was cancelled and throw-in for the opponents awarded.
