Tough calls: December 17, 2024

  1. Black 0 steal a ball and go to opponent basket. Start act of shooting. When ball was in air, defender Yellow 22 touch a ball, and after touch backboard. The ball misses the basket. Referees stay with No call in this situation.


    FIBA OBRI 32.2.1. Goaltending occurs during a shot for a field goal when a player touches the ball while it is completely above the level of the ring and:

    1. It is on its downward flight to the basket, or

    2. After it has touched the backboard.


    FIBA OBRI 31.2.3. The goaltending restrictions apply until:

    1. The ball no longer has the possibility to enter the basket.

    2. The ball has touched the ring.


    Outcome: correct decision from the referees. Yellow 22 touch the upward flight ball, and touch the backboard, when the ball no longer has the possibility to enter the basket. Legal play.




  1. White team in offence, White 1 received pass and start to act of shooting. During a shot, shot clock signal sounds. The ball enters the basket. Referees stop a game, call shot clock violation and cancel the basket.


    FIBA OBRI 29.1.1. To constitute a shot for a field goal within 24 seconds:

    The ball must leave the player's hand(s) before the shot clock signal sounds, and

    After the ball has left the player's hand(s), the ball must touch the ring or enter

    the basket.


    Outcome: correct decision from the referees. When shot clock signal sounds, the ball was in White 1 hands and shot realize only after shot clock signal. Basket cancels and throw-in for opponent team from sideline.




3. In White team offence, White 4 drive to basket, starting two steps and made successful shot. Referees stay with No call.


FIBA OBRI 25.1.1. Travelling is the illegal movement of one foot or both feet beyond the limits outlined in this article, in any direction, while holding a live ball on the playing court.

Player who catches the ball while he is progressing, or upon completion of a dribble, may take two steps in coming to a stop, passing or shooting the ball: A player may not touch the floor consecutively with the same foot or both feet after ending his dribble or gaining control of the ball.


Outcome: incorrect decision from the referees. White 4 starting act of shooting, made two steps with right foot. It’s illegal, referees should call Travelling violation.




4. Black 9 received pass close to opponent basket, made a offence fake and score two points. Referees stop a game , calling a Black travelling violation. Cancel a basket and give throw-in from side line opponent team.


FIBA OBRI 25.1.1. Travelling is the illegal movement of one foot or both feet beyond the limits outlined in this article, in any direction, while holding a live ball on the playing court.


  1. FIBA OBRI 25.2.1. Establishing a pivot foot by a player who catches a live ball on the playing court: A player who catches the ball while standing with both feet on the floor:

    1. The moment one foot is lifted, the other foot becomes the pivot foot.

    2. To start a dribble, the pivot foot may not be lifted before the ball is released from the hand(s).


    Outcome: correct decision from the referees. Black 9 lifted his pivot foot, before he released the ball from his hands. Basket cancels and throw-in for opponent team from sideline




5. End of quarter, Yellow team in offence, Yellow 1 drive to basket and made pass on side. After he made pass, he contacted defender Black 12. Referees call offence foul by Yellow 1.


FIBA OBRI 33.2. The offensive player, whether on the floor or airborne, shall not cause contact with the defensive player in a legal guarding position by:

Using his arms to create more space for himself (pushing off).

Spreading his legs or arms to cause contact during or immediately after a shot for a field goal.


  1. FIBA OBRI 33.3. A defensive player has established an initial legal guarding position when:

    1. He is facing his opponent, and

    2. He has both feet on the floor.


    FIBA OBRI 33.4. The player with the ball must expect to be guarded and must be prepared to stop or change his direction whenever an opponent takes an initial legal guarding position in front of him, even if this is done within a fraction of a second.

    When judging a charge/block situation involving a player with the ball, a referee shall use the following principles :

    The defensive player must establish an initial legal guarding position by facing

    the player with the ball and having both feet on the floor.

    Contact must occur on the torso, in which case the defensive player would be considered as having been at the place of contact first.

     In any of the above situations, the contact shall be considered as having been caused by the player with the ball.


Outcome: correct decision from the referees. Black 12 have legal guarding position, when Yellow 1 make contact, considered as Offence Personal foul.
